Citizen's Dock on the Whatcom Creek waterway hosts the steamer "Kulshan." Citizen's Dock made its debut on July 1, 1913 as a new passenger terminal for steamship travelers. The dock was designed by James Blackwell and Frank Baker and its construction coincided with the dredging of the Whatcom Creek waterway which allowed access to deep-draft vessels. The Bellingham to Seattle steamer fare eventually dropped from $2.10 in 1922, to $1 by 1928. Puget Sound Freight Lines purchased the dock in 1936 and it became a terminus for freight shipments until truck freight replaced boat freight. In 1980 Citizen's Dock was sold to the City of Bellingham for one dollar and while debate raged over its future, a severe storm knocked the front of the dock down. The rest of the structure was town down shortly thereafter.
